    The programme was approved by the Council of Ministers on 15th October 2021 and it initially allowed 100 residence permits on a first-come, first-served basis. Then, on 3rd March 2022, the Cabinet decided to increase the number of residence permits to 500.

    The Scheme is open to non-EU and non-EEA nationals who work remotely for companies registered abroad, or who are self-employed providing services to clients outside Cyprus. Applicants must demonstrate the ability to work independently using telecommunications technology and should not engage in local employment.

    A minimum monthly net income of €3,500 is required. This threshold increases by 20% if the applicant is accompanied by a spouse or partner, and by 15% for each dependent child.

    Duration and Tax Residency Benefits

    Successful applicants will initially receive a residence permit valid for one year, with the possibility of extending it for an additional two years. A key benefit of the programme is the potential for tax residency in Cyprus, provided individuals stay on the island for more than 183 days annually and are not tax residents in another country.

    Cyprus offers an attractive tax environment, including low income tax rates and exemptions on dividends, capital gains, and inheritance income for tax residents. Additionally, the country maintains double tax treaties with numerous nations, making it a compelling option for international remote workers.

    Application Procedure and Documentation

    Applications must be submitted personally or through an authorised representative in Cyprus to either the Civil Registry and Migration Department in Nicosia or the respective District Immigration Unit within 3 months from arrival in Cyprus. Required documentation includes proof of income, an employment contract or evidence of self-employment, a clean criminal record from the applicant’s country of residence, valid health insurance, and evidence of accommodation in Cyprus. Application processing typically takes five to seven weeks, depending on individual circumstances and submission volumes. Incomplete applications will not be considered.
